BWSR Meeting Minutes <br />August 26, 1998 <br />Page Five <br />Wetland Law Consolidation. Study -John Jaschke stated that DNR/Waters is taking the lead on <br />the wetland law consolidation study that will address two issues: 1) boundary determinations, <br />and 2) public road project impacts/permitting/mitigation. Ron Harnack stated that the <br />expectations are to have the draft report by December. <br />New Business <br />Proposed Policy for Habitat Management on RIM Reserve and PWP Easement Lands -Tim <br />Fredbo presented the proposed policy of wildlife habitat management on conservation easement <br />lands. Lee Coe suggested stewardship of the easements. Chair Roer stated this management plan <br />would be incorporated into management of conservation easements. LGUs would be educated <br />~* that this new policy is in effect; the sign-off/enforcement on this is done by the LGU. Moved by <br />98-50 Rod Sando, seconded by Allan Oehlke, to approve the proposal of RIM Reserve lands. Motion <br />passed on a voice vote. <br />FY99 Non-Point Engineering Assistance (NPEA) Base Grant -Wayne Zelimer presented the <br />FY99 NPEA base grant allocations. Staff recommends approval of the base grants as presented. <br />*~'` Moved by Allan Oehlke, seconded by Dwain Otte, to approve the FY99 NPEA base grants as <br />98-61 presented. tiiotion passed on a voice vote. <br />Soil and Water Conservation Society (SWCS) and American Farmland Trust (AFT) Proposal <br />Regarding the Purchase of Agricultural Conservation Easements (PACE) Conference -Julie <br />iVlacSwain, president, Minnesota Chapter of Soil and Water Conservation Society, asked B WSR <br />for support. Mark Dittrich stated that MDA is in support of the conference. Lee Coe stated that <br />the Northern Land Use would be interested. Allan Oehlke stated that the fall BWSR meeting in <br />~ southeastern iViinnesota will tour land use. Moved by Allan Oehlke, seconded by Lee Coe, to <br />98-62 endorse the conference in 1999. Ginny Imholte suggested taking this outside the metro area. <br />® vlotion passed on a voice vote. <br />Middle River Snake River Watershed District PL~66 Project -Vic RuhIand, NRCS Resource <br />Conservationist, reported that an application was presented to BWSR in the late 1970's, the <br />PL~66 process was determined to be ceased, but at this time, it's time to resurrect the PL~66, it's <br />~ time to review the application process for PL~66. Moved by Rod Sando, seconded by Lee Coe. <br />98-63 to approve the application for the PL~66 project sponsored by the iViiddle River Snake River <br />Watershed District. iViotion passed on a voice vote. <br />Chair Roer called for a lunch break at 12:2 p.m. The meeting reconvened at 1:1 ~ p.m. <br />Watershed District Water Quality Overview -Vern Johnson, president of MAWD, stated that <br />various watershed districts will be presenting water quality projects to the Board. Ray Bohn <br />introduced Cliff Aichinger, who presented the Ramsey-Washington iVietro WD: objective is to <br />improve water quality. Ray introduced Allan Kuseske who presented projects in the North Fork <br />
