BWSR Meeting Minutes <br />October 29, 1998 <br />Page Four <br />Jerry Heil, Department of Agriculture (MDA), reported that MDA conducted a gypsy <br />moth survey in 68 counties. The gypsy moth affects trees, they found more moths than <br />anticipated. Most of the individual moths are located in southeastern Minnesota, but <br />have also been located in Hennepin County. Jerry stated that a more intensive survey <br />is scheduled for next summer, with implementation of biological research on control of <br />the gypsy moth. Pat Bloomgren stated that the Department of Health would be <br />interested in assisting with this problem. Jerry reported that MDA has two new fact <br />sheets regarding biogas, eligibility criteria and accepting applications for biogas. Jerry <br />stated that biogas is an attempt to deal with waste in a different fashion. <br />Rod Massey, Pollution Control Agency, reported that Reed Larson has been appointed <br />as manager of the Brainerd office. Rod stated that PCA is working with southern <br />Minnesota on permitting, no discharge facility, non-point training for phosphorus. <br />Rod Sando, Department of Natural Resources, reported that the North Shore state <br />parks have been very busy. Waterfowl migration has been held up due to warm <br />temperatures. Rod stated that the deer hunting season looks good; deer are delivering <br />triplets, this is a good sign of recovery in northern Minnesota. Rod stated that a new <br />land use map that has just been produced, digitized. This map is the completion of an <br />eight year project. The Science Museum and AMC are distributing the maps to each <br />county. Rod reported that the Mille Lacs Indian Treaty case will be heard by the ll.S. <br />Supreme Court on December 2. DNR has a forestry initiative, the are trying to get an <br />enhanced forestry program. <br />Committee Recommendations <br />Watershed Management Plan Amendment, Brown's Creek Watershed District -Metro <br />Water Planning Subcommittee -Barb Cobb reported that the metro subcommittee met <br />and recommends approval of the plan amendment. Moved by Barb Cobb, seconded by <br />~$-69 Dwain Otte, to accept and approve the order for the Brown's Creek Watershed District <br />V`Jatershed Management Plan Amendment. Motion passed on a voice vote. <br />Old Business <br />Review of Tour and Local Issues Forum -Chair Roer thanked Dave Peterson, Mary <br />Kells, Jeff Nielsen, Kevin Scheidecker and Darrell Brekke, Fillmore SWCD; Donna <br />Rasmussen, Fillmore County; and Bev Nordby, Mower SWCD for organizing a fantastic <br />tour. She thanked the presenters: Duane Johnson, Dodge County Planning Director; <br />Bob Hurd, Architectural Environments; Todd Bram, Winona County Planning Director; <br />Matthew Opat, Fillmore County Attorney; and Bob Baarsch, farmer, who provided tour <br />of his farming operation.
