BWSR Meeting Minutes <br />December 16, 1998 <br />Page Eight <br />Forest Service; Jim Lemmerman, BWSR; Terri Smith, Minnesota Division of Emergency <br />Management; Dave Johnson, DNR; Dr. Scott Josiah, U of M; Jim Schafer, MASWCD; <br />Rick Reimer, Kandiyohi SWCD; Dwight Robinson, MDA; and Gary Wyatt, U of M <br />Extension. Dan Gullickson gave a slide presentation on the living snow fence program <br />in Minnesota. Steve Prestin explained the living snow fence projects benefit/cost <br />analyses. Wayne, on behalf of the Living Snow Fence Task Force, recommends <br />BWSR approval of the allocation to the following five SWCDs: Kandiyohi SWCD, West <br />** Polk SWCD, Lyon SWCD, Wilkin SWCD, and Traverse SWCD. Moved by Allan <br />Pehlke, seconded by Paul Krabbenhoft, to award the living snow fence allocations as <br />98-80 recommended by staff to the five SWCDs. Motion passed on a voice vote. Chair Roer <br />thanked the task force for their efforts. <br />Ron Harnack presented a certificate of appreciation to Dan Gullickson, Steve Prestin, <br />and to Jim Lemmerman. Each task force member will receive a certificate of <br />appreciation from BWSR. <br />Grants to Red Lake and Wild Rice Watershed Districts for Professional and Technical <br />Services Related to Acquisition of Pilot Flood Storage Easements - AI Kean distributed <br />** the status summary of the flood storage easements pilot program. Moved by Ginny <br />Imholte, seconded by Lee Coe, to approve grants of $10,000 each to Red Lake and <br />Wild Rice Watershed Districts for professional and technical services related to <br />98-81 acquisition of pilot flood storage easements. Motion passed on a voice vote. <br />Project Selection -Conservation Easements for Sensitive Shoreland and Riparian <br />Areas on Lakes -Ron Shelito distributed a summary of his presentation. Staff <br />recommends allocation of $228,959 of the Lakeshore easement program funds to Cass <br />** SWCD to acquire two Lakeshore easements. Moved by Barb Uppgaard, seconded by <br />Darrell Bruggman, to approve the two Lakeshore easement program funds to Cass <br />SWCD based on the recommendation of staff. Discussion followed. Ron Harnack <br />98-82 explained that this is LCMR funding. Motion passed on a voice vote. <br />Cooperative Training Effort -Ron Shelito introduced Joe Wiltsey, who explained the <br />cooperative BWSR/NRCS training effort. The following training efforts were developed: <br />partnership training database; an employee development plan; supervisor <br />responsibilities; area training teams; and NRCS employee development committee and <br />BWSR training team. Joe reported that by 1999 all courses will be listed on the <br />Internet. Joe distributed the 1998 area training +eam plans. <br />NRCS Recognition of BWSR Staff -Tim Koehler, on Bill Hunt's behalf, presented a <br />plaque to AI Kean for providing leadership to Joe Wiltsey and Justin Jeffrey in the <br />
