BWSR Meeting Minutes <br />June 23, 1999 <br />Page Three <br />are existing organizations and IJC need not duplicate them. However, there was <br />discussion on the merits of combining two of the existing IJC Boards into one and <br />attendees voiced the need for more coordinated federal involvement and more <br />technical and financial assistance from the federal governments. Ron reported that he <br />attended the cluster meeting to discuss bonding proposals. An agreement was <br />reached among the agencies for allocation of $125,000,000 with the understanding that <br />by October we will need to reduce that to $100 million. BVNSR's appropriation is $24.7 <br />million, to focus on RIM with priority to CREP to match federal dollars and $1 million for <br />road replacement. Continuing discussions will be held with agencies, the agency <br />proposals will be distributed to board members when the information is available by the <br />end of this month. Ron reported that there will be no supplemental budget for next <br />year. <br />Ron stated that the staff retreat enhanced communication, team building, motivation <br />and overall well-being for the organization. Ron reported that WMOs and watershed <br />districts met last week to discuss the change in joint powers agreement WMOs <br />membership. As of the end of this year, JPA WMOs will no longer be able to have joint <br />powers members staff serve as board members. Elected officials and citizens will <br />remain eligible to be JPA WMO board members. There were several attendees that <br />were very dismayed with the legislation and suggested that there would be efforts <br />initiated to change the law or at least contest the interpretation. Representative Dennis <br />Ozment attended and as Chief author of the bill stated that the interpretation of BVVSR <br />was correct. Ron hoped that the WMO group would continue to meet during the year to <br />review issues and concerns relating to VVMO's and be an advocate for legislative <br />changes that make water management in the metro area more effective, efficient and <br />accountable. <br />Dispute Resolution Committee -Glenn Annexstad reported that a number of appeals <br />are coming before the Board. There are still five pending appeals as reported at the <br />May board meeting. A preheating conference was held yesterday regarding Murray <br />County, and a preheating conference regarding Cub Foods will be held tomorrow. <br />Education and Public Relations Committee -Paul ICrabbenhoft reported that the <br />committee will meet next month. <br />Chair Roer asked board members to submit appraisals of the executive director to her <br />as soon as possible. <br />gency a® <br />Jim Anderson, Minnesota Extension Service (MES), reported that he met with Jim <br />Birkholz to put together budgets for the three BVVSR/MES education positions.
