Subdivision 3. Rules and Regulations of the Board. Except as here- inafter provided, Board action shall be by a majority vote of the entire Board. At the organizational meeting, or within a reasonable time thereafter, the Board shall adopt rules and regulations governing this meeting. A two-thirds (2/3) majority vote of the entire Board shall be necessary to adopt or amend such rules and regulations. Subdivision 9. Quorum. A majority of the entire Board shall constitute a quorum, but less than a quorum may adjourn a scheduled meeting. Subdivision 10. Budget and Project Recommendation. Board recommenda- tions regarding operating budgets and capital improvement projects shall require a two-thirds (2/3) majority vote by the entire Board. Sutx3ivi ,iory 11. Special meetings may be held at the request of the Board Chairman or at the request of three Commissioners provid~3 that such special meeting shall be preceded by not less than forty-eight (48) hours' written notice of the time, place and purpose of such meeting, said notice to be delivered or mailed to the residence of each Conanissioner. All meetings of the Board shall be subject to the provisions of the Minnesota Oix~n Meeting Law. Subdivision 12. Location of Board Office. The Board shall maintain a business office at 2660 Civic Center Drive within the City of Roseville. All notices to the Board sh~~11 be delivered or served i.o such office. Each City shall be compensated for services rendered to the Organization. -6-
