SECTION IV <br />4v'ATER.SliF1~ MANAGFP~iT;t7'C TAX DIS'PRICT <br />Each City may establish a watershed management tax district for t-:,e <br />portion of its corporate boundaries which lie within the Grass Lake Watershed <br />pursuant to the provisions of M.S.A. 473.882. Neither the provisions o1 this <br />Agreement nor the establishment of a watershed management tax district shall <br />prevent the Councils of the City of Roseville or the City of Shoreview Iran <br />electing to finance the planning for water management; financing of capital <br />improvements; or for providing for normal and routine maintenance of capital <br />improvements within the Grass Lake Watershed Organization by other resources. <br />SECTION V <br />POPIER AND DUTIES OF THE BOARD OF COMMISSIONERS <br />Subdivision 1. Organization. The Organization, acting by its duly ap- <br />pointed Board of Commissioners, shall have the powers arx duties set forth in <br />this section. <br />Subdivision 2. Watershed Management Plan. The Board shall prepare a <br />w~t,~r.~hctl gyn.-,n.~~~~_~n~~nt plan Eor thc~ Gr.,,r~.~ L~,k~~ W.3tcr:~h~Yl, which :.hall h~: <br />su>ranitted to the Minnesota Water Resources Board on or before the 31st day of <br />December, 1985. 'Pl~e plan shall: <br />a. describes the existing physical environment and land usages within <br />the Grass Lake Watershed and shall further describe the environment <br />and land usages proposed for the Grass Lake Watershed by the existing <br />Comprehensive Plans for the Cities of Roseville and Shoreview and by <br />the Comprehensive Plan adopted by the Metropolitan Council; <br />b. present information on the hydrologic system in the Grass Lake <br />Watershed, the system's components and existing and potential <br />problcams relating thereto; <br />-7- <br />
