The Board shall c~ausu to be made ~n ,anneal <br />audit of the books and accounts of the Organization and at least once each <br />year shall make and file a report with the Cities including tl~e following in- <br />formation: <br />a. the financial condition of the Organization, <br />b. the status of all Organization projects and work within the <br />Grass Lake Watershed, and <br />c. the business transacted by the Organization and other <br />matters that affect the interests of the Organization. <br />Copies of said report shall be transmitted to the clerk of each City. <br />Subdivision 22. Records. The Board°s books, reports and records shall <br />be available for and open to inspection by the Cities at all times. <br />Subdivision 23. Amendments. The Board may recocrmend changes in this <br />Agreolnent to its members. <br />Subdivision 24. Other Powers. The Board may exercise all other powers <br />necessary and incidental to the implementation of the purposes and powers set <br />forth herein as authorized by the cities. <br />Subdivision 25. Permits. The Board shall cooperate with the State of <br />Minnesota, its agencies ar~i other political subdivisions in obtaining all <br />required permits. It shall review permits issued by the Cities to accomplish <br />the purposes of the Organization. <br />Subdivision 26. Local Studies. Each City reserves the right to conduct <br />separate or concurrent studies on any matter under study by the Organization. <br />-12- <br />
