i :. c <br />4 <br />3.1 Introduction <br />The overall goal for Valley Creek, as taken from the VBWD's Water iV1an <br />:,` _' <br />i~ <br />,`;_,`. <br />~~. <br />~~ <br />"...preservation of its water quality and trout stream habitat...". The overriding natural resource <br />issue for Valley Creek is the way in which water flows across the landscape (watershed processes <br />and function). The concept of drainage is a key component of watershed processes because drainage <br />determines the location, volume, and rate of downstream transfer of water, sediment, nutrients, <br />organic material, and anything else of the landscape that could be carried by water to the stream. <br />The way these materials are transferred downstream depends on the physical characteristics of the <br />land, such as geology, soils, slope, vegetative cover, and land use. The other issues in this plan will <br />relate back to the issue of drainage and healthy watershed function. Therefore, management <br />and protection of Valley Creek needs to focus on the entire watershed. <br />The more specific goals and strategies for managing the Valley Creek watershed are discussed in <br />this section. For each management issue identified in Section 2, a series of points are summarized: <br />the management issue, current watershed conditions relative to that issue, threats and <br />opportunities, goals which have been set for that issue, strategies and actions for meeting the goals, <br />and parties responsible for implementation. A list of potential indicators is also given for each <br />management issue. <br />3-1 <br />
