Nearly twenty-two counties
will update the local water plans
during years 2000 - 2001. Committees
worked through the fall of 1999 to
review and establish the following
criteria for this next generation of
plans:
* The best water plans are those which
include strong discuss and participa-
tion by citizens and agencies.
* An executive summary of the update
should outline the progress made
toward the goals, strategies and actions
laid out in the county's previous plan(s)
and the communication of this progress
to local citizens, groups, and govern-
ment.
* The update needs to address issues
on the basis of geographic watersheds
The plan should reflect current and
future trends within the county, such as
population shifts, land ownership and
area economics in order to consider the
impacts theses variables may have on
water resources.
* Past data needs to be evaluated to
determine if it is the most appropriate
tool to use when establishing priorities.
* Source water protection will be a
required element in addition to storm
water management and flood damage
reduction.
BWSR recognizes the many ongoing
planning efforts through the state. Time
extensions will be available to coordi-
nate and incorporate these various
planning efforts, lessening staff time
expended. The goal is to allow local
units of government and agencies to
focus on implementation.
The past Local Water Plans have
brought forth several innovative ideas
that could be beneficial throughout the
state. A method to share these high-
lights is being developed to share these
projects and activities.
'Thank you for all the time each of you
devote to managing the water resources
of the State of Minnesota.
