GLWMO Role in Connecting Land Use Planning to Stormwater Management Planning <br />Reviewer Comments: <br />Reviewer Location(s) in Comment <br />Letter Comments <br />BWSR Items circled "9" The BWSR believes the GLWMO plan should inclltde an <br /> inventory of park management plans to allow for cost <br /> effective implementation of stormwater management <br /> projects by partnering with or adding to park improvement <br /> programs. <br /> The BWSR suggests that the GLWMO develop a map of <br /> redevelopment opportunities, since they provide <br /> opportunities to improve stormwater management. <br />GLWMO Response to Comments: <br />Since the GI,WMO will not be a permitting agency, it is the sole responsibility of the member cities to <br />regulate land use. The cities do take into consideration parks, other types of land use, park projects, <br />redevelopment projects, and other opportunities when they are siting stormwater management facilities. <br />The cities need to balance many competing wishes, needs, and limited funds when considering stormwater <br />projects. <br />Figures 3 and 4 in the GLWMO plan show existing and future impervious coverage, respectively and <br />Figure 5 in the GLWMO plan shows the expected changes in imperviousness and redevelopment areas in <br />the WMO. Section 5.3, A. General Policies, policy 3, encourages the member cities to take full advantage <br />of redevelopment opportunities to improve stormwater management and water quality. The same policy <br />states that the "cities are to require that all stormwater management upgrades conform to the policies in this <br />plan (both water quality and water quantity policies)." <br />10. The <br /> BWSR encourages the GLWMO to pursue federal money <br /> to finance retrofit projects "involving areas identified by <br /> state/fed/regional. water quality standards. For `resources <br /> of local concern,' provide retrofit inventory to cities." <br />
