December 26, 2000 <br />c: Grass Lake WMO Board and Staff <br />Page: 11 <br />Met Council Items circled "l 0" The Met Council believes the GLWMO plan has the <br />opportunity and responsibility to address the need to <br />retrofit and re-design the stormwater systems in the fully <br />developed areas and identify areas where retrofitting can <br />occur. <br />GLWMO Response to Comments: <br />For existing stormwater discharge points (outfalls), the GLWMO plan encourages the cities to provide <br />pretreatment of stormwater prior to its discharge to wetlands and other water resources (Section 5.3, C. <br />Stormwater System Design Requirement Policies -Water Quality, policy 2). In Section 5.10, Evaluation <br />and Accountability, policy 4(b), one of the performance standards notes that "pretreatment at existing <br />discharge points can be accomplished as part of road reconstruction and other projects, through addition of <br />detention ponds, grit chambers, diversion to existing ponds, etc." Roseville and Shoreview continue to <br />look for these opportunities and report them to the GLWMO Board. The cooperation between the two <br />member cities, their willingness to work together, and their understanding of the GLWMO goals has <br />resulted in successfitl ret~'ofitting projects. For example, as part of the cooperative West Owasso <br />Boulevard project, the two cities are using the project as a means to improve/increase stormwater treatment <br />in already developed areas. In this case, Roseville and Shoreview are looking into land purchase to <br />achieve this goal. The GLWMO will consider adding a "removal of direct discharges "goal to Section 5.2 <br />or 5.3 of the GLWMO plan. <br />The GLWMO agrees that it is a good idea to identify stormwater retrofit locations. A policy will be added <br />to Section 5.3 and a task will be added to Table 6-I of the GLWMO plan calling far the GLWMO to <br />identify retrofit locations along the larger/trunk stormwater systems. Obvious Local/smaller opportunities <br />or techniques for smaller systems may also be identified. The member cities would then incorporate this <br />information into their local plans a11d build upon it. <br />The GLWMO and the member cities intend to seek grants and other funding opportunities to offset <br />implementation costs. The policies in Section 5.11 will be revised to reflect this intention. The GLWMO <br />Board will look uito outside funding sources once projects are closer to implementation, since funding <br />opportunities could change by that time. <br />
