Best Management Practices
Reviewer Comments:
Reviewer Location(s) in Comment
Letter Comments
Met Council Items circled "11" The Met Council suggests that the GLWMO consider
joining the work group that is developing a best
management practices manual for small site construction
projects..
Ramsey County Items circled "11" Ramsey County found Table 5-9 (recommended BMPs
according to watershed) confusing and thinks the headings
and purpose need clarification.
GLWMO Response to Comments:
The GLWMO Board will encourage its member cities to take part in the small site BMP working group
and report back to the GLWMO Board regarding the group. The GLWMO plan will make reference to
future BMP manuals (e. g. the small site const~^uction pr°ojects BMP manual currently underway) and will
encourage the member cities to adopt these BMPs as part of their erosion and sediment control
ordinances.
Table 5-9 lists recommended BMPs, based on the level of stormwater treatment occurring in the
watershed. Although not stated as such in the plan, the table is intended to be a guide for fully developed
areas, listing recommended BMPs to improve treatment of stormwater runoff in already developed
watersheds. For eXample, if a city already has a NURP basin in a developed watershed, and was looking
for ways to improve stormwater treatment, the city could implement a lawn fertilizer ordinance, rather than
retrofit the pond. More explanation about this table will be added to the GLWMO plan and Table S-9.
12. Regulatory Status of County Ditches
Reviewer Comments:
Reviewer Location(s) in Comment
Letter Comments
Ramsey County Items circled "12" Ramsey County notes that according to a 1992 county ditch.
survey (and contt~ary to the GLWMO plan), there is a
public ditch (County Ditch 19) that drains to Lake Owasso
and it has not been conveyed to another authority. The
county believes the GLWMO plan should clarify the
regulatory status of the ditch.
