BWSR Meeting Minutes <br />June 27, 2001 <br />Page Three <br />significant planning, time and effort. BWSR is prepared in the event ashut-down does <br />occur, for additional information on the possible government shut-down, see the BWSR <br />website. Doug reported that BWSR has worked with MES on an interactive website <br />and compact disk (CD) creating fact sheets on shoreland management and best <br />management practices (BMPs). This has been a huge success for water planners, <br />schools, and resource professionals; and is linked to BWSR's website. Doug stated that <br />the CD is available at the Local Water Planners Conference, exhibitors booth. Doug <br />reported that the State Envirothon was held on May 23 in Park Rapids. 27 teams <br />competed; the winning team was Rushford-Peterson, who will go onto the National <br />Envirothon competition in Mississippi. Kamal Alsharif will take the lead in coordinating <br />the State Envirothon for BWSR. Doug asked that board members submit their expense <br />claims by July 13. <br />Dispute Resolution Committee Report -Chair Coe reported -that there are presently <br />three appeals pending, all three appeals involve WCA. One appeal is in LaCrescent <br />along the Mississippi River in Houston County. The replacement plan denial arose from <br />a cease and desist order and a restoration order. The appeal has been accepted and a <br />prehearing conference will be scheduled. Another pending appeal regards a matter <br />that was previously heard by the DRC. It involves a replacement plan approval in <br />Murray County that arose from a violation.. The appeal has been accepted and apre- <br />hearing conference will be set once the record has been received from the SWCD. <br />Another pending appeal regards an exemption approval by the Lac Qui Parle-Yellow <br />Bank Watershed District involving the federal exemption. The appeal has been <br />accepted; apre-hearing conference has not been set since resolution is being pursued. <br />Wetlands Committee Report -Darrell Bruggman reported that the Wetlands Committee <br />met on Jurie 21. The board will have procedures to take action on at the July BWSR <br />meeting. <br />Cost-Share/Soil Conservation Committee Report- Dwain Otte reported that the <br />committee met on June 21; additional information will be presented today later in the <br />meeting. <br />Education and Public Relations Committee Report -Paul Krabbenhoft stated that <br />information will be presented today later in the meeting. <br />Administrative Advisory Committee Report -Chair Coe reported that the Administrative <br />Advisory Committee met after the board meeting on May 23. The Committee <br />discussed BWSR committee assignments, the executive director's performance <br />evaluation, and BWSR authority to removal a SWCD supervisor from office -which will <br />be covered later in the meeting. <br />
