Roger Lake discussed the need to move forward in a timely manner on the start of this contract. There <br />is an urgency to complete the Battle Creek Channel Cleanout site work (Site 13) during winter in order <br />to prevent drainage problems in the lower ravine and to minimize inconvenience for park users. If the <br />project were re-bid, Brad Lindaman estimated a three to four week delay in'project start, and the <br />substantial and final completion dates would both need to be extended accordingly. <br />Paul Ellefson expressed the importance of preserving our bidding process in order to maintain credibility <br />and fairness to our bidding contractors. <br />3. DISCUSSION AND APPROVAL OF MOTION <br />Motion: Jack Frost moved, seconded by Bob Johnson, that the conditional award of the bid to Jay Bros., <br />Inc., be revoked. It is noted that the apparent lowest bidder, Jay Bros., Inc., failed to complete all line <br />items of the bid. It is further noted that four out of five bid. applicants failed to provide the required <br />sworn statement. Due to the irregularities and to avoid any appearance of unfairness, the Ramsey- <br />Washington Metro Watershed District rejects all bids for the 2002 CIB Maintenance and Repair Project <br />and authorizes the project to be re-bid. The motion carried unanimously. <br />Questions followed on how the rebidding process would proceed. Brad stated that all changes will be <br />reflected in an addendum to be sent to all current planholders. The new bid advertisement will be placed <br />in the January 25 Construction Bulletin, and the bids will be opened on February 6. <br />4. ADJOURNMENT <br />Motion: Bob Johnson moved, seconded by Pam Skinner, to adjourn the meeting.
