Motion: Jack Frost moved, Bob Johnson seconded, to accept the Jay Bros. bid of $308,191.25 as the <br />lowest responsible bid and to authorize the execution of contract documents for the CIP Maintenance/ <br />Repairs 2002 Project. Motion carried unanimously. <br />Beltline Interceptor Five-Year Inspection <br />Brad stated that the inspection is complete. He distributed photos of some of the inspected areas to <br />illustrate in general what they encountered. The system is presently in good shape with no areas in need <br />of immediate repair. A ranking system was used to document the extent of deterioration, with the worst <br />areas probably requiring another inspection in three to four years. <br />Beltline Outlet Structure Improvements <br />Cliff reported that a substantial completion meeting will be scheduled with the contractor next week. <br />Motion: Roger Lake moved, Bob Johnson seconded, to approve Change Order #1 to the Beltline Outlet <br />Structure Improvements Project, which represents a $5,200.00 increase in the contract price to reflect an <br />adjustment in the location of the transition structure. Motion carried. <br />Weir Drive Drainage Improvements <br />Cliff reported on the February 4 meeting held with City of Woodbury staff. The city may not have <br />funds available for their share of the project at this time. The project to raise the elevation of Weir Drive <br />is not scheduled in their capital improvement budget for at least two years. They are also considering <br />the construction of a four-lane roadway, adding a recreational trail in the right-of-way, and purchasing <br />wetland credits from the Wetland Bank. The District may decide to split the project into phases so that <br />they can proceed with some flood prevention work at the Vogel Manufacturing site. <br />ABI Project -Oakdale Area Improvements <br />Brad distributed his February 6 report on the Battle Creek Lake Area Water Management bids, received <br />on January 25. In addition to the base bid, the District can choose between two alternates: Alternate A <br />involves the cost of hauling the excavated material off-site, and Alternate B involves the cost of <br />relocating the excavated material to ABI's ball field area. The bid tabulation listed the following <br />apparent low bids: <br />• Base Bid + Alt A is S.M. Hentges and Sons, Inc. for $253,262 <br />• Base Bid + Alt B is Lloyd's Construction Services, Inc. for $192,992 (as corrected) <br />Based on the inconsistencies that exist between bids submitted and the requirements set forth in the <br />Instructions to Bidders, staff recommended that the following bids be discarded: Lloyd's Construction <br />Services Inc., Sunram Construction Inc., and Motzko Companies, Inc. As a result, the lowest remaining <br />bid for Base Bid + Alternate B is S.M. Hentges and Sons, Inc., in the amount of $221,062. Staff <br />recommends that the District proceed'-with the $ase Bid + Alternate B, -and further, that the District <br />award the contract to S. M. Hentges and Sons, Inc., as the lowest responsible and responsive bidder. <br />At this time, Cliff discussed his February 6 memo which explains the two factors that were used to <br />determine the value of the easement that the District needs from the Apostolic Bible Institute (ABI). <br />One factor involves the real estate appraised value, and the other factor involves the excavation cost <br />(Alternate A or B). If the Board accepts the staff bid recommendation, the District's total cost to obtain <br />the ABI easement will be $50,500. <br />Mike Emberton was present to express his concerns over the rejection of the Lloyd's Construction <br />Services bid. He cited issues relating to: interpretation of instructions contained in the contract. <br />documents, lack of a place on the Bid Form to enter incidental costs, availability`of soils information, <br />last-minute addendums, and conflicting information from manufacturer relating to Stormwater <br />Manhole l0A (Line Item 1.04L). <br />Page 2 February 6, 2002 RWMWD Minutes <br />
