Motion carried. <br />Brad summarized the Barr Engineering memo dated February 20 in response to Lamett's claim for <br />extra compensation related to the grade beam. <br />Motion: Roger Lake moved, Paul Ellefson seconded, to deny the February 7 claim submitted by <br />Lametti & Sons, Inc, for additional compensation in the amount of $3,3667.00 associated with extra <br />form work in the area of the out-of-level wall above the grade beam. Motion carried. <br />Kohlman Basin Management Project r <br />Earl Bancroft and Brad have completed a memo that summarizes the actual project costs and design <br />changes that occurred during this eight-year long project, wi-ich is then compared to the scope as <br />defined when the project started in 1993. The report will be mailed to managers for review. <br />Weir Drive Drainad~e Improvements (West Tamarack Swamp) <br />Brad reported that the City of Woodbury is leaning towards keeping Weir Drive as a two-Lane road, and <br />it is now believed that the City Council will authorize funds to raise the roadway elevation this year. If <br />that is the case, staff will recommend that the District include their work in the city's project and pay <br />their share of costs to the city. <br />Battle Creek Lake Area Water Management (ABI) Project <br />Brad reported that trees have been cleared from the site, and excavation will start on Monday. <br />Suburban Avenue Pond Inlet Pipeline Repair <br />Brad distributed a condensed version of contract documents for the Suburban Avenue Pipe Repair <br />project. The cost estimate is very close to figures contained in Barr's memo dated July 11, 2001, which <br />outlined repair alternatives for a sinkhole that developed around the pipe. <br />Prior to advertising for bids, staff plans to meet with City of St. Paul Sewer Department and MnDOT <br />staff to discuss the need to control upstream sediment that is impacting Suburban Pond. The District's <br />project will repair the pipe joint separations, but there is no sense doing it now if more sediment is <br />redeposited after the next large storm event. Barr's research so far indicates that the main source of <br />sediment can be attributed to the sanding of the I-94 road surfaces. <br />The current size of Suburban Pond was estimated at about 5 acres. Cliff noted that at the time Suburban <br />Avenue and I-94 construction took place, it was four times larger. Karl mentioned some redevelopment <br />occurring in the vicinity, suggesting that specific permit requirements could prevent further sediment <br />from reaching Suburban Pond. In an effort to pull together several topics that have been discussed <br />tonight, which all relate to keeping sediment from reaching Battle Creek, Roger Lake suggested an <br />investigation into establishing regional facilities that are easy to maintain when they need to be cleaned <br />out. Cliff stated that the District will be addressing the whole issue of cost effectiveness, including <br />potential open sites for regional facilities, and there will be more discussion on this topic in the future. <br />Paul Ellefson requested that staff also consider improving the shoreland of the wetland, suggesting that <br />the community would benefit from opportunities to increase its recreational value. <br />Motion:..
