Motion carved. <br />Monthly Enforcement Report <br />During April, seven notices were issued to address the following violations on permit sites: repair silt <br />fence (4), install overflow swale (1), remove silt fence (1), re-seed stormwater detention pond (1}, and <br />sweep streets (1). <br />WCA enforcement issues: <br />® Street sweepings have been deposited at the old Maplewood landfill site, which impacted a wetland on <br />the site. The City of Maplewood will be working with the District to obtain a grading permit, and they <br />will hire a consultant to conduct a wetland delineation of the site. <br />Bailey Nursery was notified of a wetland filling violation on their property, and they are voluntarily <br />removing the fill. <br />S. PROJECT STATUS REPORTS <br />CIP Maintenance/Repairs 2002 <br />Battle Creek Pipe Inspection: Tunnel inspection cannot be safely performed until late fall of 2002, but in <br />the meantime, Barr Engineering staff conducted a surface inspection to address sinkholes reported in the <br />vicinity of the pipe alignment. A sinkhole- that was first reported at the November 2001 meeting did not <br />appear to be related to the condition of the pipe. Another sinkhole has reformed after being filled during <br />the District's 1996 pipe repair project. Staff recently observed groundwater. flowing out from it. Jay <br />Brothers has been directed to fill the sinkholes to reduce risk to park users, and throughout the summer, <br />staff will monitor their condition after high flow periods. <br />Suburban Pond Inlet Pipeline Repair <br />Jack Frost has reviewed the City of St. Paul's Annual Phase I Stormwater Report and raised discussion <br />about their willingness to cooperate with the District to reduce upstream sediment volumes before they <br />reach Suburban Pond. Both managers and staff agreed that the next Watershed Management Plan needs to <br />spell out specific requirements that will enable cities to comply with issues like this. Cliff Aichinger noted <br />that street sweeping issues, for example, will be discussed in greater detail with cities during NPDES <br />Phase II implementation. Louise Watson may be able to use future E-Team workshops to assist cities in <br />identifying the problems that hinder compliance with District. and local watershed management plan goals. <br />Beltline Outlet Structure Improvements <br />Lametti & Sons met again with Ban Engineering to pursue claims that were denied by Board action on <br />March 6, 2002. They have reduced their claim for grade beam adjustment work from $3,667.00 to <br />$2,800.00. Barr's estimate for the work is between $1500 and $1800. <br />Motion: Paul Ellefson moved, Roger Lake seconded, to pay an additional $2800 to Lametti & Sons for <br />grade beam adjustment work on the Beltline Outline Structure Improvements Project. Motion carried. <br />The Board was also informed that discolored water and is present in the pool below the new outfall <br />structure. Lab results indicate high concentrations of total iron and low concentrations of dissolved iron.. <br />This is not a hazardous situation and is most likely attributable to the release of iron from subsurface soil <br />layers during excavation activity.
