Weir Drive Drainage Improvements and Battle Creek Lake Flood Protection Berm <br />The City of Woodbury is currently drafting a Cooperative Agreement to document the cost sharing <br />understanding reached with District staff. ,Estimated costs for all the CIP projects scheduled for the Battle <br />Creek Watershed are ,as follows: <br />® $530,000 for Weir Drive reconstruction (District share of street elevation raising, culverts, and <br />stormwater routing) <br />® $130,000 for Vogel Manufacturing (berm, flap gate, and stormwater routing) <br />® $120,000 for Battle Creek lake Flood Protection Berm (contract documents distributed at this meeting) <br />Cliff has identified funding shortfalls that can be corrected through budget realignments, and he will <br />present formal recommendations next month. <br />Motion: Roger Lake moved, Paul Ellefson seconded, to authorize staff to finalize the bidding documents <br />and advertise for bids the Battle Creek Flood Protection Project. The motion carried with 4 ayes (Ellefson, <br />Johnson, Lake, Skinner) and 1 nay (Frost). <br />Battle Creek Lake Area Water Management ABI) Project <br />Motion: Roger Lake moved, Bob Johnson seconded, to approve Change Order #1 to the Battle Creek Lake <br />Area Water Management Project, which represents a $7,332.75 increase in the contract price to construct a <br />catch basin and overflow swale, and to make the proper connection between the 54" and 36" pipes. Motion <br />carried. <br />Valley Creek Road Stormwater Infiltration <br />Brad Lindaman distributed. contract documents. This project originates from Barr Engineering's FY99 CIB <br />recommendations to treat direct. stormwater discharge before entering Tamarack Swamp (Option <br />Analysis/Feasibility :Study dated October 1998). The project site lies within the Washington County <br />highway right-of-way, and is designed to slow down the flow through the creation of basins that can <br />infiltrate up to l/2 inch of the flow. The District has received a Regional Environmental Partnership granf <br />from the Metropolitan Council. The Met Council is contracting with USGS to monitor the project: Cliff <br />noted that the native plantings are not included in the project cost. <br />Motion: Roger Lake moved, Bob Johnson seconded, to authorize staff to finalize the bidding documents <br />and advertise for bids the Valley Creek Road Stormwater Infiltration Project. The motion carried with <br />4 ayes (Ellefson, Johnson, Lake, Skinner) and 1 abstention (Frost). <br />County Ditch 7A Sewer Problem <br />The sewer line at 2966 Arcade Street in Little Canada has continued to cause problems for the homeowner. <br />Videotaping of the pipe clearly shows that the pipe has settled in the area of the District's culvert and there <br />is still debris in the line that was apparently not removed during the last repair in January 2000. Brad stated <br />that the one-year warranty has expired on the contractor's workmanship, although the contractor was held <br />responsible for the repairs done in 2000. Staff obtained a bid of $4500 from Jay Brothers to make the <br />required repairs, and they recommend that the pipe be videotaped upon completion to prove that the <br />problem has been corrected this time. <br />Motion: Paul Ellefson moved, Bob Johnson seconded, to authorize the expenditure of up to $4500 to Jay <br />Brothers to repair the sewer line at 2966 Arcade Street in Little: Canada, and to further instruct staff to <br />clearly inform the city and the landowner that all future maintenance of County Ditch 7A will be the <br />responsibility of the City of Little Canada -and property owners. Motion carried. <br />Natural Resources Update _ ' <br />Natural Resources Board Award Program: Board members were asked to consider nominating one ortwo <br />properties for the Landscape Ecology Awards Program.
