CALL TO ORDER
The meeting was called to order by President Lake at 5:00 p.m.
2. REVIEW BIDS FOR VALLEY CREEK ROAD INFILTRATION PROJECT
Brad Lindaman distributed the tabulation of bids as received at the June 26th bid opening. The bid form
used by bidders was organized in the same manner, and the project was split into a base bid as well as five
separate alternate bid items that can be added in any combination to the cost of the base bid. Thisgives the
Board a lot of flexibility to keep the project costs within budget and still maintains the original intent of the
project.
The combination of the Base Bid and Alternate 1 represents the cost of the originally-designed infiltration
system. The cost of an infiltration system designed at half the quantity is represented by combining the
Base Bid and Alternate 2; however, the infiltration benefits will be less effective. Brad pointed out that
Alternate 3 is actually a duplication of line items that are already listed in the Base Bid (Line Items 1.04U
and 1.04Z), so they should be deleted, which the Board has the right to do according to the terms of the
contract.
Alternates 4 and 5 provide different combinations of native seeding and mulch that can be combined with
the Base Bid. Cliff stated that the cost for these alternates is reasonable and cheaper than the District's cost
to do it. Bill Bartodziej has been consulted and can arrange for the tree and shrub planting (Base Bid Line
Items 1.04Y and 1.04CC) to be done by the District during a future season as long as the native seeding is
completed across the site as part of the project bid.
The highlighted cells appearing throughout the tabulation represent dollar amounts that had to be corrected
due to multiplication and rounding errors. However, none of the corrections change the position of the
bidders. Brad noted that the Glenn Rehbein Companies bid was the apparent low bid across all
combinations of base bid and alternates.
Cliff reported that the East Tamarack Swamp CIB Budget contains $175,000 for this project. He also
expects some unspent funds to be available from the Battle Creek Lake Area Water Management Project
(ABI site).
