West Vadnais Inter-Agency Meeting <br />September 24, 2003 Meeting Notes <br />Attendees: Ken Haider, Terry Noonan -Ramsey County Public Works <br />Bernie Bullert, Jim Bode, Jim Graupmann - St. Paul Regional Water <br />Greg Schroeder - City of Little Canada <br />Marc Goess, Jeff Gibbens, Scott Carlstrom - MnDOT <br />Brad Lindaman -Barr Engineering/ Ramsey-Washington Metro WD <br />Matt Wassman - TKDA/ `unweave' project hydrology design <br />MEETING PURPOSE: Followup to July 29, 2003 and August 21, 2003 meetings. <br />RESULTS: <br />1. Matt Wassman will. submit survey request to Mn/DOT as soon as possible, to include <br />the outlet ditch at old Knox/Levitz. Greg Schroeder will provide to TKDA "as builts" for <br />culvert at south end of the outlet ditch. The control elevation needs to be confirmed by <br />survey. Possible modification of the ditch area. for water quality benefits will be <br />evaluated by TKDA. <br />2. Pipe size for the proposed West Vadnais outlet should. be 15-inch minimum for <br />maintenance reasons. A baffle should be incorporated into the outlet to remove <br />floatables. Brad Lindaman indicated TKDA should include the proposed West Vadnais <br />discharge in the Mn/DOT hydrologic model because the Owasso Basin is very volume- <br />sensitive. Because of the large surface area of West Vadnais Lake, and long time lag for <br />discharge, it was suggested the proposed outlet flow could be added to the model as base <br />flow at 2 cfs maximum (pipe full condition). Possible tailwater effects in the ditch at old <br />Knox/Levitz are not a concern since West Vadnais elevation control could be provided <br />between rainfall runoff events. Brad requested the justification for including or <br />excluding a gate in the proposed outlet be included in the eventual request to Ramsey- <br />Washington Metro WD. It was noted that sand bags could be used to block flow from the <br />proposed outlet structure, when necessary. <br />3. Mn/DOT requires a written request by October 1, 2003 to amend the scope of contract <br />with TKDA to include preliminary engineering for the proposed West Vadnais outlet. <br />The County and St. Paul Regional Water will submit a joint letter to Jeff Gibbens <br />requesting engineering services for the West Vadnais outlet. Upon receipt of the written <br />request, Mn/DOT will request a proposal of costs from TKDA. <br />4. Terry Noonan will discuss DNR permitting issues for the proposed project with Travis <br />Germundson. <br />5. The alignment of the proposed outlet pipe must consider Mn/DOT's Utility <br />Accommodation Policy. A straight pipe crossing under I-694 is acceptable. A pipe <br />\projects\W. Vadnais <br />
