SCOPE OF SERVICES <br />2005 WORK PLAN FOR RAMSEY-WASHINGTON <br />METRO WATERSHED DISTRICT <br />Provide programmatic planning, evaluation, and support services to Board. <br />Provide advice in implementing the existing WMO plan, such as by preparing the <br />"report card" called for in the plan to assess the degree of effectiveness/compliance of <br />the cities and the WMO in implementing the Plan. Evaluate monitoring requirements <br />for the cities and the WMO and suggest changes as appropriate. Look for ways to <br />enhance water quality protection that may be more cost-effective than those currently <br />proposed in the Plan and advise the Board on how best to implement those methods. <br />Successful execution of this task will require extensive water resources administrative <br />experience, excellent communication skills, and a familiarity with the WMO's 2001 <br />Plan. <br />2005 Work Tasks: <br />(a) Review and become generally familiar with WMO Plan <br />(b) Attendance at up to three meetings with Board members anticipated for <br />calendar year 2005 to become familiar with Board operations and <br />objectives, help plan for 2006 <br />(c) Prepare "report card" evaluation for member cities <br />2. Help in development and updating of web site for WMO. Find, assemble, and <br />organize educational material and other information to be put on GLWMO web site. <br />Others will be responsible for web site development, maintenance and incorporation <br />of information on web site itself. For 2005, the City of Shoreview will continue to <br />host and provide primary web support. <br />2005 Work Tasks: <br />(a) Review GLWMO website -make suggestions for additions <br />(b) Locate suitable material for incorporation into Board web site, provide link <br />addresses for web developer. <br />3. Review and summarize water quality data. Review and summarize chemical and <br />physical water quality field data, typically epilimnetic total and dissolved phosphorus, <br />chlorophyll a, and water clarity. Generate summaries of data using spreadsheet <br />programs and be able to do basic data interpretation. to assess how monitoring data <br />compares with goals for water resource condition outlined in the plan. It is anticipated <br />that Ramsey County will continue to collect data in 2005. <br />2005 Work Tasks: <br />(a) Coordinate with Ramsey County to collect annual water quality monitoring <br />data for Owasso, Wabasso, Snail Lakes within the WMO. <br />(b) Prepare summaries of the historical data (tabular and. graphical) for key <br />parameters (TP, water clarity, chlor a) and interpret to assess condition of <br />resources relative to WMO Plan "action levels". <br />
