Furniture. This ditch is part of the old County Ditch 16 system. Modification of the ditch <br />with detention areas for water quality benefits is planned. <br />Wetland impacts would be limited to the excavation of a connecting ditch from the south <br />edge of the wetland connected to West Vadnais Lake, to the_pipe and apron outlet. The <br />cross section of the connecting ditch would be four feet wide at the 881.9 (1988 datum) <br />bottom elevation with 1:5 side slopes. Approximately 100 square feet of the ditch <br />excavation would be within the West Vadnais Lake DNR protected waters as determined <br />by the ordinary high. water elevation, and this impact would be covered under the DNR <br />permit. A WCA permit from Vadnais Lake Watershed. Maintenance Organization has <br />been granted for another approximately 620 square feet of excavation for the ditch <br />within a fringe wetland on the south edge of the West Vadnais Lake. This impact would <br />be compensated for by approximately 1400 square feet of additional ditch excavation on <br />adjoining upland. There would also be approximately 100 square feet of excavation <br />within DNR waters within the OHW of West Vadnais Lake. The DNR does not require <br />replacement for this excavation impact. A DNR permit will be required for the project. <br />The entire constructed 150 foot long ditch would be below the OHW elevation of West <br />Vadnais Lake acid would thus when completed would become DNR protected waters. <br />Construction of the project would occur between April 1, 2005 and November 30, 2006. <br />6. PROJECT ALTERNATIVES <br />The no-build alternative is not considered feasible because it would not solve the high <br />water level problem on West Vadnais Lake caused by the outlet blockage and would not <br />provide a necessary downstream outlet for the lake. <br />An alternative outlet for West Vadnais Lake would be to reestablish the connection to <br />Twin Lake. However this alternative is not desirable because the existing exceptionally <br />good water quality of Twin Lake would suffer as a result. <br />9. STATUS OF OTHER APPROVALS <br />Permits for this project are required from the Minnesota DNR, Vadnais Lake Area <br />Watershed Management Organization (VLAWMO) as LGU for the Wetland <br />Conservation Act, and the Army Corps of Engineers. The purpose of this Joint <br />Notification form is to request these approvals. <br />Reviews, approvals, planning and/or funding for this project are in process with Grass <br />Lake WMO, Minnesota Department of Transportation (Mn/DOT), Ramsey Washington <br />WMO, City of Vadnais Heights, City of Little Canada, and City of Shoreview, and St. <br />Paul Regional Water Authority. <br />15.
