Approve Twin Lakes Infrastructure Study Amendment <br />Johnson moved, Pust seconded, amendments to the Infrastructure Improvements <br />for the Twin Lakes AUAR Area-Final Report, as detailed in the Request for <br />Council Action dated Apri126, 2010. <br />Roll Call <br />Ayes: Ihlan; Johnson; Roe; Pust; and Klausing. <br />Nays: None. <br />b. Adopt Resolution Approving Plans and Specifications and Ordering Adver- <br />tisement for Bids for Twin Lakes Infrastructure Improvements -Phase II <br />City Engineer Bloom summarized the proposed road and utility infrastructure <br />construction components of Phase II of the Twin Lakes Infrastructure Improve- <br />ments, consisting of construction of Twin Lakes Parkway from Cleveland Avenue <br />to Mount Ridge Road; the construction of Mount Ridge Road from Twin Lakes <br />Parkway to County Road C-2; and the installation of the storm water management <br />system, streetlights and a portion of the landscaping. <br />Discussion included signal locate at County Road C in conjunction with Ramsey <br />County as part of the previous project; traffic routing to and from the Metropoli- <br />tan Council's park and ride facility; and plans for the construction to be opera- <br />tional by the end of 2010, as per requirements of the DEED grant. <br />Roe moved, Johnson seconded, adoption of Resolution No. 10804 entitled, "Reso- <br />lution Approving Plans and Specifications and Ordering Advertisement for Bids <br />for Twin Lakes Infrastructure Improvement -Phase II." <br />Councilmember Ihlan spoke in support of this action to accommodate aself- <br />contained loop through the redevelopment area and to take advantage of funding <br />opportunities. However, Councilmember Ihlan spoke in opposition to any further <br />phasing in the area until development warranted it, specifically that the connec- <br />tion to Fairview Avenue (Phase III) not be completed due to cost and avoiding <br />creation of acut-through for traffic from I-35W to Fairview Avenue toward Snel- <br />ling Avenue through residential neighborhoods. <br />Roll Call <br />Ayes: Ihlan; Johnson; Roe; Pust; and Klausing. <br />Nays: None. <br />c.
