Roseville and Arden Hills. Said points are designated on Exhibit "2" which is attached hereto and made a part hereof. The maximum allowable rate of discharge at each connection is also designated on Exhibit "2" and Arden Hills shall not allow the discharge to be beyond those designated in Exhibit "2". In the event the Village Council of Roseville determines that it is probable Arden Hills will exceed or is exceeding the maximum rates set forth on Exhibit" 2", which determination by the Council shall be based upon competent engineering advice to that effect, Roseville may require Arden Hills to construct detention basins in Arden Hills for the purpose of reducing the flow of sewage into Roseville to the limits set forth in Exhibit" 2". In such event Arden Hills shall construct such basins within nine months of passage of a resolution to that effect by the Roseville Council, which basins shall be paid for and maintained at the sole expense of Arden Hills. The provisions of this paragraph, however, shall be subject to the provisions in Exhibit "1", particularly on page 10 of said Exhibit "1" I and Arden Hills shall not be required to construct said basins without the approvals and authorizations required therein. 5. The Roseville Public Works Director or any other employee designated by the Village Council of Roseville shall upon reasonable notice, be permitted to inspect the Arden Hills sanitary , sewer system and its operation. Arden Hills shall be given the same reasonable rights of inspection of the Roseville sanitary sewer system. 6.
