<br />the connection points consistently has extraordinary strength char- <br /> <br />acteristics considerably in excess of the overall carposite waste <br /> <br />received at the Minneapolis-St. Paul S3nitary Sewer District sewage <br /> <br />treatment works I then Roseville may direct that Arden Hills at its own <br /> <br />expense shall perform such pretreatment of the sewage wa stes prior <br /> <br />to discharge into the Roseville sewer system as may be necessary <br /> <br />to reduce the strength characteristics to conform generally to those of <br /> <br />the composite waste received at the above said sewage treatment works. <br /> <br />For the purpose of this subdivision I any wa ste for which the five day <br /> <br />200C Biochemical Oxygen Demand exceeds 350 parts per million by <br /> <br />weight I both as determined in accordance with the latest edition of <br /> <br />Standard Methods for the Examination of Water and Waste Water shall <br /> <br />be considered to have extraordinary strength characteristics and Roseville <br /> <br />may direct that Arden Hills shall provide for the pretreatment of such <br /> <br />wastes. <br /> <br />Wherever Roseville may determine that such pretreatment <br /> <br />of sewage is neither practical nor desirable I then said sewage or <br /> <br />wastes of extraordinary strength characteristics may continue to be <br /> <br />discharged into the Roseville sewer system; however I Arden Hills shall <br /> <br />pay to Roseville an additional charge to compensate Roseville for <br /> <br />additional costs involved in the conveyance I treatment and disposal of <br /> <br />these stronger wastes. The amount of said additional charge shall be <br /> <br />determined by the Village Council of Roseville and a separate deter- <br /> <br />mination will be made in each instance depending on various pertinent <br /> <br /> <br />factors involved. The additional charge under this subdivision shall <br /> <br /> <br />be fair and equitable and shall as nearly as practicable I be designed <br />
