<br />the particular strength characteristics of the sewer or waste involved. <br /> <br />In the event Arden Hills disagrees with the determination of charges <br /> <br />by the Village Council of Roseville, the parties shall arbitrate their <br /> <br />differences by the procedures set forth in Section 11. <br /> <br />Nothing herein shall prevent any individual sewer user <br /> <br />from making special contracts pursuant to Minnesota Statutes ~445. 09. <br /> <br />SECTION 4. MEASUREMENT OF ARDEN HILLS <br />SEWAGE FLOW. <br /> <br />All sewage discharged into Roseville pursuant to this <br /> <br />Agreement shall be measured by the same methods that St. Paul uses <br /> <br />to measure Roseville sewage pursuant to Section 4 of Exhibit "I" . <br /> <br />Arden Hills shall have the same privileges and obligations that the <br /> <br />"Suburb" has in said Section 4, and Roseville shall have the same <br /> <br />privileges and obligations that the "City" has in said Section. <br /> <br />SECTION 5. CHARGES. <br /> <br />It is the intention of the parties that Arden Hills shall <br /> <br />pay to Roseville part of Roseville' s payment to St. Paul, and also <br /> <br />part of Roseville' s maintenance costs and other charges as hereinafter <br /> <br />provided. Arden Hills shall be entitled to its proportionate share of <br /> <br />all permanent rights acquired by Roseville from 8t. Paul under Exhibit <br /> <br />" 111 . <br /> <br />A. <br /> <br />All charges which Roseville is required to pay <br /> <br />St. Paul, pursuant to Exhibit Yl", whether they be capital, rental, <br /> <br />maintenance, administration, or any other, shall be shared by Arden <br /> <br />Hills. Arden Hills shall pay a portion of each one of these charges, <br /> <br />and such shall be determined in the exact manner that Roseville's <br /> <br />portion of same is determined by 81.
