Midland Hills Area Drainage Improvement <br />The pond expansion and underground storage project will be bid in September and <br />construction is expected to begin in October adjacent Midland Hills Road and North <br />Rosewood Lane. <br />Budget <br />The information provided the City Council in their August packets is attached. This <br />includes the City Managers recommendation for 2011 tax levy and the City Council's <br />rankings of programs. The Council is required to set a not to exceed 2011 tax levy at <br />their September 13th meeting. <br />August 10th Rain Event <br />The City received approximately 5 inches of rain on August 10th, the most intense being <br />approximately 4 inches in a two hour period late in the evening flooding most of the <br />traditional problem areas. They include Larpenteur Avenue near Fernwood, Fairview <br />Avenue under Hwy 36, County Rd. B near Fairview Community Center, Cleveland Ave. <br />near County Rd. C-2, North Rosewood Lane near Midland Hills, and County Rd. C near <br />Westwood Village. There were many other areas of localized street and backyard <br />flooding typical of an intense rain event that over taxes the storm sewer system. We did <br />see benefit from the improvements we have implemented in recent years. Staff is <br />analyzing the impacts of the storm and other mitigation measures necessary and seeking <br />sanitary sewer flow data from the Metropolitan Council to measure benefit from inflow <br />and infiltration mitigation. <br />Asphalt Plant Environmental Review <br />The MPCA has extended the comment period on the EAW to September 10th. We have <br />requested a copy of the comments received. <br />
