3. Petitions for street improvements will be considered along with projects evaluated based
on pavement evaluation score.
4. Project costs will be assessed consistent with city assessment policy.
5. Public hearings will be held consistent with state statute to consider all PMP projects.
Financial implications: These projects have major financial implications for the city including
the following:
Sale of appromately two million dollars of general obligation bonds annually to
finance the improvement costs.
2. Expenditure of utility fund dollars to pay for the repairs needed to the esting utility
system.
3. Use of Municipal State Aid (MSA) dollars to fund the majority of the West Owasso
Blvd and Josephine Road projects.
4. Assessments levied in accordance with assessment policy.
Staff recommendation: The size of the proposed 2001 PMP is slightly less than previous years.
Although resident input is expected at the public hearing, staff feels that all the hearings can be
completed in one evening. It is recommended that public hearings for the 2001 PMP be
scheduled at the regular City Council meeting on Monday, February 12,200 1, at 7: 15 p.m.
RECOMMENDED COUNCIL ACTION:
Adoption of a resolution receiving the feasibility report and scheduling public improvement
hearings for 2001 PMP projects for February 12, 2001, at 7:15 p.m.
Prepared by: Debra Bloom
