City of Roseville Twin Lakes AUAR Letter of Agreement January 18, 2001 7 <br />Task 21: Traffic. Impacts created by increased vehicle trips will be identified and <br />solutions to mitigate impacts will be developed per the City's plans. <br />Primary Responsibility: Traff c Engineer <br />Task 22: Vehicle Related Emissions. Provide an estimate of the effect of the project's <br />traffic generation on air quality, including carbon mono�de levels. Discuss the effect of <br />traffic improvements or other mitigation measures on air quality impacts. If the project <br />involves 500 or more parking spaces, the "EAW Guidelines" will be consulted about <br />whether a detailed air quality analysis is needed. <br />Mitigation proposed to eliminate any potential problems may be presented under Item 22 <br />and merely referenced here. The NIl'CA will be consulted regarding possible ISP <br />requirements; although the RGU may not want to assume responsibility for applying for <br />an ISP for specific developments, it may be desirable to coordinate the AUAR and ISP <br />analyses closely. <br />Primary Responsibility: Tra�c Engineer <br />Task 23 Stationary source air emissions. This item is not applicable to an AUAR. <br />Any stationary air emission source large enough to merit environmental review requires <br />individual review. <br />Primary Responsibility: Tra�c Engineer <br />Task 24: Dust, Odors, Noise. Measures to control dust and noise emissions during <br />construction will be described. <br />Primary Responsibility: Engineers <br />Task 25: Nearby resources. If development of the AUAR area will interfere or change <br />the use of any designated parks, recreation areas, or trails, this will be described in the <br />AUAR. Any impacts on scenic views and vistas present in the AUAR will be addressed. <br />For archeological, historical, or architectural resources, we will contact with the State <br />Historical Preservation Office for their determination as to whether there are areas of <br />potential impacts to these resources. If any e�st, an appropriate site survey of high <br />probability areas will address the issue in more detail, and a mitigation plan will be <br />included for any impacts. <br />Responsibility: DSU <br />Task 26: Visual impacts. We will analyze the Study Area for unique visual resources <br />(natural features, vistas, etc.). We will analyze the chosen development scenario for <br />expected impacts, if any, on the visual resources and describe them in the AUAR <br />documents. <br />
