4.0 Staff Recommendation <br />4.1 Based upon previous Council priorities, City goals outlined in the Comprehensive Plan, and <br />the approval of the goals and strategies outlined in the Roseville Housing Improvement Plan <br />for 200 1, staff recommends that the Council set the same top five priorities as 2000 which <br />are as follows (1 is highest rating and � is lowest rating): <br />1. Rehabilitation of owner-occupied single family houses <br />2. Homeownership for first time homebuyers who are low to moderate income. <br />3. New affordable housing construction — senior/special needs <br />4. Rehabilitation of rental properties <br />5. Job creation opportunities <br />Staff did not include the removal of dilapidated structures as a priority since in Roseville that <br />will be an element of any one of the priorities listed. <br />4.2 The CDBG and Home funds for 2001 are assigned by the County HRA based upon their <br />priorities and the responses from Ramsey County Municipalities. The funds that are <br />assigned to the categories can be shifted based upon the level of requests and applications <br />that are submitted throughout the year.
