CITY OF ROSEVII.LE'S RESPONSE TO COMMENTS RECEIVED ON THE VERITAS <br />SOFT�VARE C01�IPANY ENVIRONI�IENTAL ASSESSI�IENT �VORKSHEET (EAV� <br />L Minnesota Department of Transportation (correspondence dated March 12, 2001) <br />COMMENTS: <br />• MnDOT notes that a storm water drainage permit may be required for the project, and <br />states e�sting drainage patterns and rates of runoff affecting MnDOT right of way must <br />be maintained. <br />• MnDOT also comments that no work will be allowed within the MnDOT right of way. <br />RESPONSE: <br />• All necessary storm water permits have been previously obtained for this project. The <br />project does not anticipate changing drainage patterns or rates of runoff from <br />information previously submitted to NINDOT. Improvements to the outlet from the <br />City Regional Pond were completed during the 2000 construction season. The purpose <br />for these improvements were to minimize the volume of water discharged into the <br />NINDOT storm sewer system and lessens the pond bounce. <br />• The project proposer has no plans to work in the MnDOT right of way. <br />2. Metropolitan Council (correspondence dated March 1, 2001) <br />CONIN�NTS: <br />• The City should work to connect the internal paved walking trail to Roseville's Langton <br />Lake Park. <br />• Efforts should be made to plant native vegetation around wetlands located on the proj ect <br />site and adj acent to the proj ect. <br />• The landscaping plan should include native trees, shrubs, forbs, and grasses planted to <br />help slow down stormwater runoff. <br />RESPONSE: <br />• The comment regarding trail connection is duly noted. The City will continue to <br />provide an integrated trail and park system in this area as redevelopment to the east of <br />the proposed project into Langton Lake takes place. Langton Lake has trails in place. <br />• Native plant material was proposed and installed during Phase 1.
