4.0 COIIPREHENSIVE PLAN and ZONING
4.1 A planned unit development (PUD) is a zoning district which may include single or
mixed uses, one ar more lots or parcels, and is intended to create a more fleble,
creative, efficient approach to the use of land. Because of the flebility it offers,
Roseville has used PUD'S as the primary zoning tool in redevelopment projects. In
considering proposed planned unit developments, the City considers all standards and
purposes of the Comprehensive Land Use Plan to achieve a maximum coordination
between the proposed development and the surrounding uses, and the protection of
health, safety and welfare of the community.
4.2 The process also allows the City to consider the internal uses and location of the
buildings, parking areas and other features with respect to building access; the efficiency,
adequacy and safety of the proposed layout of internal drive lanes and driveways; the
adequacy and location of landscaping and green areas; the adequacy location and
screening of parking areas; and such other matters as the City may find to have a material
bearing on the stated standards and objectives of the Comprehensive Land Use Plan.
4.3 Based on the applicant's occupancy deadlines for the construction schedule for
completion in early summer, 200 1, the applicant has requested an expedited schedule
with tentative hearing and action schedule for this project is as follows:
04/04/O1 Application submitted
OS/09/O1 Planning Commission hearing and action on CONCEPT plan.
OS/14/01 City Council action on temporary movement of RVs to southwest
OS/21/O1 City Council action on CONCEPT plan; first reading of
Ordinance, after which applicant may apply for final approvals of
PUD.
06/11/O1 City Council hearing and action on FINAL development plan,
FINAL PUD Agreement, and second (final) reading of Ordinance.
5.0 COIIPREHENSIVE PLAN and ZONING I1LICATIONS:
S.1 The City of Roseville Comprehensive Plan designates the future land uses for Roseville
Mobile Home Park as "High Density Housing".
