6.4 In conjunction with the application for concept development plan approval, the following <br />documents have been submitted and reviewed by staff in preparation of this report: <br />a. Concept site plan <br />b. Letters of explanation <br />c. Other background/Applications <br />6.5 A package of existing plans and proposals for improvements or changes has been <br />submitted to the City for CONCEPT APPROVAL; this is normal procedure prior to <br />completing all documents for a decision on the final development plan. The applicant <br />must include in the final documents of the PUD, the methods and annual stages of <br />improvements (building/remodeling stages). The site must be brought into compliance <br />with the current City Code and Mobile Home Code (to the e�tent possible for an e�sting <br />use), especially regarding: <br />a. unit and use separation through a detailed site plan and description <br />b. pavement patching <br />c. utility corrections, capacity upgrades, and other improvements <br />d. traffic/parking improvements <br />e. street and/or security lighting <br />f. landscaping <br />g. refurbishment of the playground area <br />h. screening of storage areas and sheds, RV and new trash areas <br />i. general fencing/screening <br />j. signage updates. <br />6.6 Possible future improvements or uses such as double wide manufactured housing units <br />should be a permitted use; apartments and townhomes should be considered as <br />conditional uses within the proposed "R-PUD" zone because of their need for more <br />sophisticated site planning and environmental impacts such as new ponding <br />requirements. Future proposals for such uses should be treated as conditional uses, <br />requiring a separate hearing and approvaL If the concept for this PUD is approved, the <br />R-PUD would be written to allow for underlying zoning of "R-8" Mobile Home District, <br />and listing all permitted and conditional uses that allow high density housing alternatives <br />as well as RV parking for no more than 4 units, and with certain site development <br />restrictions of an R-7 Apartment District. <br />6.7 Those types of mobile/manufactured home units proposed or existing at the time of this <br />application which meet the state mobile home code should be included in the R-PUD as <br />permitted uses with conditions written directly into the final R-PUD agreement regarding <br />separation, clean up, replacement and required permits. The management building is a <br />permitted use and also operates as a shelter building, which must be maintained to meet <br />the state codes. <br />6.8 Off-street parking space for residents is sufficient (one space per unit, assuming there is <br />one driver per unit); it is second household cars and visitor parking that create a burden <br />on the limited spaces. Consequently, in the PUD final plan the redeveloper must <br />delineate parking spaces clearly and specifically for residents, guests, and storage. <br />PF3225 RCA (052101) Page 5 of 10 <br />
