5, 0 POLICY & FISCAL IlVIPLICATIONS <br />5.1 The City policy aims to renovate and preserve commercial mixes (especially more compatible <br />sma11 businesses) near existing neighborhoods. <br />5,2 No direct fiscal implications are apparent. Loans (through the city's small business revolving <br />loan program could assist on the private pavement and landscape. Grants may used to assist the <br />applicant complete the renovation of the boulevard and sidewalk One local business and at <br />least 2 jobs will be retained. <br />6,0 STAFF RECOMMENDATION <br />6,1 Staff recommends approval of the request by Perry Noland to repave and landscape the <br />properiy located at 2 150 Hamline Avenue, based on the findings in Section 3 of this report and <br />subject to the following conditions: <br />A. A complete and detailed paving, landscape, sidewalk, and fence plan must be submitted <br />prior to grant approval and prior to building permit application. <br />7,0 PLANNING COMMISSION ACTION <br />On June 13,200 1, the Planning Commission recommended approval of variances requested by <br />Perry Noland from applicable parking and paving setback requirements for his Roseville Auto <br />Repair Shop located at 2150 Hamline Avenue as stated in the project report Section 3.6 in <br />order to renovate the parking and landscaping on the site, based on the findings in Section 3 <br />and with the conditions recommended in Section 6 of the project report; and further, providing <br />for a two foot parking setback on the south side, and allowing the landscape improvements to <br />be completed after completion of the County work in fall, 2001. <br />8,0 SUGGESTED COUNCII, ACTION <br />Adopt a resolution to approve (approve w/modifications or deny) the variances requested by <br />Perry Noland from applicable parking and paving setback requirements for his Roseville Auto <br />Repair Shop located at 2150 Hamline Avenue as stated in the project report Section 3.6 in <br />order to renovate the parking and landscaping on the site, based on the findings in Section 3 <br />and with the conditions recommended in Section 6 of the project report; and further, providing <br />for a two foot parking setback on the south side, and allowing the landscape improvements to <br />be completed after completion of the County work in fall, 2001. <br />Prepared by: Dennis Welsch (65 1-490-2232) and Thomas Paschke (65 1-490-2236) <br />Attachments: Properiy location map, aerial photo, and proposed development plans. <br />60-day Time Limit: Application accepted on May 7, 2001.
