V. Referral for Criminal Investigation <br />� If at anytime during the handling of a signed complaint, the Commission has reason to believe <br />that an official the Commission has the responsibility to investigate may have committed a <br />criminal offense, then the Commission will refer the matter to the appropriate authority for <br />investigation. <br />Until the end of that investigation and any resulting prosecution, the Commission will take no <br />further action on the complaint. At the end of that investigation and any resulting prosecution, <br />the Commission will again consider the complain� <br />VI. Procedures For Commission Meetings <br />A Meetings <br />The Chair or two members of the Commission may schedule a meeting on reasonable advance <br />notice to other members of the Commission. <br />B. Quorum <br />A quorum is two members of the Commission. <br />C. Member participation by telephone <br />A member may participate in a meeting by telephone and may vote by telephone, but may <br />not be counted toward the quorum. <br />D. Open meeting requirements <br />l. All meetings of the Commission will be open to the public unless: <br />a) State statute permits a meeting to be closed; and <br />b) the Commission, by majority vote, decides to meet in Executive Session. <br />2. If the Commission does hold an Executive Session, the Commission will either tape <br />record the session or arrange for verbatim minutes. <br />VII.Public Nature of Information <br />
