3.7 Screen all waste containers. <br />3.8 Propose to retain a 10' setback between buildings as required by state law. <br />3.9 Contact Rice Creek Watershed regarding permits need to patch paving. <br />3.10 A Residential Planned Unit Development would be created to eliminate the e�sting "R- <br />2" Two Family District and the `B-3" General Retail zoning and make the site consistent <br />with the Comprehensive Plan designation of I�'igh Density Residential. <br />3.11 Increase the amount of green space by 3,800 s.f. <br />3.12 Improve the landscaping with more trees in the park and conifers for screening edges. <br />4.0 CONIPREHENSIVE PLAN and ZONING <br />4.1 A planned unit development (PUD) is a zoning district which may include single or <br />mixed uses, one or more lots or parcels, and is intended to create a more fle�ble, <br />creative, efficient approach to the use of land. Because of the fle�bility it offers, <br />Roseville has used PUD's as the primary zoning tool in redevelopment projects. In <br />considering proposed planned unit developments, the City considers all standards and <br />purposes of the Comprehensive Land Use Plan to achieve a ma�mum coordination <br />between the proposed development and the surrounding uses, and the protection of <br />health, safety and welfare of the community. <br />4.2 The process also allows the City to consider the internal uses and location of the <br />buildings, parking areas and other features with respect to building access; the efficiency, <br />adequacy and safety of the proposed layout of internal drive lanes and driveways; the <br />adequacy and location of landscaping and green areas; the adequacy location and <br />screening of parking areas; and such other matters as the City may find to ha�e a material <br />bearing on the stated standards and objectives of the Comprehensive Land Use Plan. <br />4.3 Based on the applicant's occupancy deadlines for the construction schedule for <br />completion in 200 1-2002, the applicant has requested a schedule of hearings and action <br />that will a11ow for coordination with relocation of e�sting units and addition of new units <br />on the site. <br />04/04/Ol Application submitted <br />OS/09/O1 Planning Commission hearing and action on CONCEPT plan. <br />05114I01 City Council action on temporary movement of RVs to southwest <br />OS/21/O1 City Council tabled action on CONCEPT plan; first reading of <br />09/24/Ol Ordinance, after which applicant may apply for final approvals of <br />PUD. <br />10/22/01 City Council hearing and action on FINAL development plan, <br />FINAL PUD Agreement, and second (final) reading of Ordinance. <br />5.0 CONIPREHENSNE PLAN and ZONING IMPLICATIONS: <br />S.1 The City of Roseville Comprehensive Plan designates the future land uses for Roseville <br />Mobile Home Park as "High Density Housing". No specific maximum building square <br />footage is stipulated or required in a Plan for this Park The guiding documents are the <br />City of Roseville Planning District # 8(which recommends the use of PUDs, long term <br />Roseville Mobile Home Park Plan (092401) Page 4 <br />
