use as high density affordable housing and better buffering of the Mobile Home Park), <br />the Residential Goa1s in Section 3(especially, to retain and upgrade housing for all stages <br />of life), and the Zoning Map and Section 1004 and 1005 of the City Code. Section 1008 <br />of the City Code outlines the requirements and procedures for a planned unit <br />development. <br />5.2 On April 11,200 1, the Planning Commission reviewed the concept of a mixed use PUD <br />Amendment in "sketch plan" format and were supportive encouraging more resident <br />involvement, more clean-up of the Park, more detailed site plans �- especially the play <br />area and parking and longer vision plan for improvements. <br />6.0 STAFF COMIV�NTS & FINDINGS <br />In reviewing this proposal, staff has the following comments: <br />6.1 The City's Comprehensive Plan map designates this area for "HDR" (High Density <br />Housing). The land should be zoned for uses that implement the theme of high density <br />housing. The property to the east is park, to the northeast �- diagonally across County <br />Road C is another high density housing site; to the north is railroad, then City Center <br />Institutional Uses; to the west is medium density housing; to the south is designated for <br />low density. <br />6.2 The City's Comprehensive Plan te�t indicates that fle�ble designs and mixes of uses may <br />be appropriate, should be judged on their own merits and if they redevelop, and should be <br />done through the Planned Unit Development Process. <br />6.3 The wning of the site is inconsistent ("R-2" and `B-3") and should be either designated <br />R-8 Mobile Home Park (used primarily for entirely new Mobile Home Parks) or a new <br />PUD with underlying zoning of "R-8" (Mobile Homes). <br />6.4 In conjunction with the application for concept development plan approval, the following <br />documents ha�e been submitted and reviewed by staff in preparation of this report: <br />a. Concept site plan (most recent 09/13/O1} <br />b. Letters of explanation (most recent 09/1 3/0 1) <br />c . Other background/Applications <br />6.5 A package of e�sting plans and proposals for improvements or changes has been <br />submitted to the City for CONCEPT APPROVAL; this is normal procedure prior to <br />completing all documents for a decision on the final development plan. The applicant <br />must include in the final documents of the PUD, the methods and annual stages of <br />improvements (building/remodeling stages). The owners agree that the site must be <br />brought into compliance with the current City Code and Mobile Home Code (to the <br />e�ent possible for an e�sting use), especially regarding: <br />c. unit and use separation through a detailed site plan and description <br />d . pa�ement patching <br />e. utility corrections, capacity upgrades, and other improvements <br />Roseville Mobile Home Park Plan (092401) Page 5 <br />
