Adjournment <br />The Mayor, with the assistance of the <br />City Manager, shall be responsible for <br />the preparation of agenda matters <br />under the order of business and shall <br />reasonably accommodate the members <br />of the council and community. <br />Rule 4 — Presiding Officer <br />The Mayor shall be the presiding <br />officer. In the Mayor's absence, the <br />acting Mayor or any council member <br />designated by the Mayor, shall be the <br />presiding officer. <br />The presiding officer shall present <br />petitions, memorials, and other <br />communications addressed to the <br />Council. <br />Rule 5 — Clerk/Recording Secretary <br />The City Manager shall appoint a <br />clerk/recording secretary to take <br />meeting minutes and record votes for <br />the City Council. The Manager shall <br />not be the clerk/recording secretary. <br />Drafts of ineeting minutes may be <br />revised by the clerk/recording secretary <br />to correct form and clarify content, with <br />changes noted in the copy of minutes <br />forwarded for Council approval. <br />Rule 6— Seating � Voting Order <br />The Mayor shall establish the seating <br />and voting order. <br />VIII.
