Rule 7 — Community Comment <br />Community comment shall be allowed <br />for citizens to provide items of <br />information to the Council that are not <br />on the agenda. All requests for City <br />remedy or actions may be referred to <br />the City Manager for investigation and <br />reporting. <br />Rule 8— Sergeant at Arms <br />The Manager shall appoint Sergeant at <br />Arms to be present at every City <br />Council meeting. The Sergeant at <br />Arms must be a sworn officer of the <br />Police Department, but is not required <br />to have POST certification. The <br />Sergeant at Arms shall be under the <br />direction of the presiding ofFcer. <br />Rule 9— Rules of Order <br />The Council shall operate under <br />Mason's Manual of Legislative <br />Procedure, (sections 61-62, 92, 157, <br />240-246, 250-254, 272-276, 310-316, <br />575) and Robert's Rule of Order, <br />Revised, 1993. <br />Rule 10 — Ordinances & Policy <br />Development <br />Any Council member may request the <br />City Manager to prepare a proposed <br />ordinance. There should be a waiting <br />period of at least finro weeks between <br />the initial presentation of the ordinance <br />and the final vote, for public comment <br />and to conduct additional research. <br />The Council may by resolution, from <br />time to time, adopt positions of policy <br />regarding governance, financing, and <br />operations of the City government. <br />Rule 11 — Acting Mayor <br />The Mayor shall appoint the Acting <br />Mayor. <br />Rule 7 — Community Comment <br />Proposed Change: Community <br />comment shall be allowed for citizens to <br />provide items of information to the <br />Council that are not on the agenda.
