Rule 12 — Council Liaisons, <br />Subcommittees and Task Force <br />Assignments <br />The Mayor may appoint one or more <br />members to serve as li�isons to outside <br />boards, associations, or joint powers <br />organizations. The Mayor shall make <br />all appointments to Council <br />subcommittees or task forces. <br />Rule 13 — Allocation of Office Space <br />The Mayor shall be responsible for the <br />allocation of alt department office <br />space. <br />Rule 14 — �f'icial Spokesperson <br />The Mayor shall be the official <br />spokesperson for the city, and is <br />granted authority to establish policy to <br />carry out this duty. <br />Rule 15 — Manager Spending Limits <br />Pursuant to Minnesota Statutes <br />412.691 purchasing and contract <br />authority over $5,000 shall require prior <br />council approval. All purchases and <br />contract authority between $0 and <br />$5000 shatl require prior council <br />approval or approval of the Mayor. <br />Rule 16 — Employee-Council <br />Communication <br />The City Manager or any employee <br />under his direction shall not prevent <br />another employee from communicating <br />with any elected official. The City <br />Manager shall be responsible for <br />enforcing this rule and shall establish <br />written disciplinary measures. All <br />viola#ions shall be immediately reported <br />to the City Council. <br />Rule 12 — Council Liaisons, <br />Subcommittees and Task Force <br />Assignments <br />Proposed Change. The Mayor shall <br />review and select one or more <br />members to serve as liaisons to outside <br />boards, associations, or joint powers <br />organizations. The Mayor shall make <br />all appointments to Council <br />subcommittees or task forces. <br />Selections may be reviewed by the full <br />Council within 30 days of appointment. <br />Rule 13 — Allocation of Office Space <br />Proposed Change: The Mayor shall be <br />responsible for the allocation of office <br />space for the Mayor and Council <br />members to use. <br />Rule 14 — Officiat Spokesperson <br />Proposed Change: The Mayor shall be <br />the official spokesperson for the city. <br />Rule 15 — Manager Spending Limi�s <br />Proposed Change: Pursuant to <br />Minnesota Statutes 412.691 purchasing <br />and contract authority over $5,000 shall <br />require prior council approval. <br />Rule 16 — Employee-Council <br />Communication <br />Proposed Change: Suspend <br />implementation of the rule for 60 days <br />and request the City Manager to <br />develop an internal policy that will be <br />incorporated in the employee handbovk <br />that will address this problem. <br />� <br />
