Land Use Ordinances and Resolutions J-1 Welsch presented. The Applicants were present in the Council Chambers. Goedeke commented on the current condition of the Mobile Home Park, including access for fire apparatus. Mastel abstained. Klausing asked what variations from an approved PUD would come back to the City Council for review. Klausing also asked about Exhibit B to the PUD agreement. Kysylyczyn commented about moving in the right direction. After the second reading, Klausing moved, Maschka seconded, to approve a Zoning Map Amendment from the existing "B-3" (General Business) and "R-2" (Two Family) zoning districts to a mixed use residential planned unit development (MH-PUD) with an underlying zoning of "R-8" (Mobile Home Park) which allow a mix of manufactured housing, traditional housing, and limited seasonal recreational vehicle parking and accessory used within the (9.1 acre) property known as the Roseville Mobile Home Park located at 2599 Lexington Avenue, and, subject to City Attorney final review as to legal form and content, to approve the MH-PUD Final Development Plan and Agreement that established design standards and development parameters under which the Roseville Mobile Home Park must develop or redevelop on the 9.1 acres parcel, located at 2599 Lexington Avenue. It is understood that the effective date of such a planned unit development plan and ordinance will be after the following: • Final City Attorney review and approval of the planned unit development agreement as to legal form and content • Publication of the MH-PUD ordinance • Recording of the MH-PUD document with the Ramsey County Recorder • No new construction may occur before the effective date of the ordinance, except as approved by the Council.
