Chain of Communication for Employee Problem Solving <br />(For employees represented by collective bargaining agreements.) <br />Employee has a problem/issue/complaint that relates to his/her employment with the City of Roseville <br />Employee meets with his/her immediate supervisar to resolve the problem/issue/complaint within <br />Step 1: two (2) calendar days of alleged event/violation of collective bargaining agreement (Step 1). <br />Supervisor discusses matter with employee and responds to employee within ten (10) calendar <br />days. <br />Does this resolve the problem/issue/complaint? <br />1 <br />Yes: No further action requued. <br />No: The employee requests an appeal in writing, within ten (10) calendar days of supervisor's <br />Step 2: response. Union presents to City designated Step 2 representative and discusses. City provides <br />written response within ten (10) calendar days of receipt of Step 2 appeallgrievance. <br />Does this resolve the problem/issue/complaint? <br />Yes: No further action requued. <br />Step 3: � No. The employee Union may appeal the Step 2 grievance within ten (10) calendar days to <br />designated Employer representative for Step 3 grievances. <br />Does this resolve the problem/issue/complaint? <br />Yes: No further action requued. <br />Step 4: I No. Grievances not resolved through Step 3 proceed to Step 4 by written appeal within ten (10) <br />days and are submitted to the Bureau of Mediation Services (BMS) for mediation. <br />Does this resolve the problem/issue/complaint? <br />Yes: No further action requued. <br />No. Binding arbitration procedure specified in Public Employment Labor Relations Act. <br />Step 5: <br />
