REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Item Description: Adoption <br />Manager <br />DATE: 3/04/02 <br />ITEM N0: vzzz. c. <br />Agenda Section: <br />Consent <br />Owasso Hills Park Pond Aesthetics Master Plan <br />BACKGROUND <br />Staff has been working with the neighbors and the Kestrel Design Group to develop a <br />master plan for aesthetic improvements to the ponding and natural areas of Owasso <br />Hills Park. The principles followed in this design have been: <br />. Maintaining the required functionality of the ponds as storm water holding areas <br />and cleansing reservoirs for water before it flows or is pumped in high water <br />occasions, into Lake Owasso. <br />. Using natural plantings to improve the year around aesthetics of these areas. <br />. Maintaining and improving the habitat in the park. <br />. Improving the environment in the park and neighborhood. <br />. Maintaining or reducing the amount of maintenance in the park. <br />. Using affordable materials. <br />. Designing areas that would encourage volunteer participation including the <br />installation of plant materials by adjoining residents. <br />. Completing a design that could potentially be replicated in other park areas. <br />The proposed Master Plan is attached. Two neighborhood meetings have been held as <br />well as a survey sent to several residents. Owasso Hills Park is 8.51 acres and is <br />classified as a Neighborhood Park in the Roseville Parks and Recreation system Plan. <br />The plan as presented by the Kestrel Design Group has been unanimously <br />recommended by the Roseville Parks and Recreation Commission. <br />POLICY OBJECTIVE <br />The proposed Master Plan is consistent with the Parks and Recreation Systems Plan and <br />the goals established by the City Council, Parks and Recreation Infrastructure Committee <br />and the Parks and Recreation Commission in protecting and preserving natural resources <br />and in aesthetically improving all Roseville parks. The community discussion process is <br />also consistent with the process outlined in the Parks and Recreation Systems Plan. <br />FINANCIAL IMPLICATION <br />There are no costs associated with the approval of the revised master plan. If approved, <br />staff will work with the neighbors in exploring grants, volunteer services and other sources <br />of support for implementing the plan. Future costs would be approved on a project basis. <br />STAFF RECOMMENDATION <br />Based on the Parks and Recreation System Plan, the recommendations of the Roseville <br />Parks and Recreation Commission, the Kestrel Design Group and the neighborhood, staff <br />recommends that the Master Plan be adopted as recommended by the Parks and <br />Recreation Commission. <br />COUNCIL ACTION REQUESTED <br />Motion adopting the Owasso Hills Park Pond Aesthetics Master Plan. <br />
