This amount will then be <br />divided by the number of assessable lots within a project area to yield the <br />assessment rate per lot. The City may, when it determines appropriate. <br />consult with a qualified appraiser to prepare a preliminary appraisal. The <br />purpose of this appraisal is to assist the City in determine whether the <br />proposed improvement will result in an increase in market value of the <br />property which equals or exceeds the assessment levied against the <br />property. <br />D. Division of Cost Between City and Affected property Owners <br />City-Owtied P���nty will pay its share of a street project in the <br />amount of a sum equal to the abutting footage. <br />2. Therefore, when a rural street is scheduled for an <br />improvement, upgrading to urban design will be the objectivc unless <br />otherwise determined by the City CounciL In making such a <br />determination, the City Council may consider a petition from property <br />owners to perpetuate a rural street. <br />Residential � The affected property owners will be assesscd 85% <br />of street reconstruction costs based on an 8"/3" urban section for <br />the actual width of the street up to 30 feet. Costs associated with <br />providing subsurface drainage and/or heavier section will be bome <br />by the City. The Ma�mum Assessment Rate shall apply. <br />Commercial — The commercial formula shall be determined on an <br />80/20 allocation of total project �osts associated with street <br />
