The only work <br />performed will be the minimum amount necessary to kec,p the street <br />reasonably safe for vehicular traiiic. <br />All preventative maintenance sha11 be funded by the City for streets where <br />preventative maintenance is cost effective. On deteriorated streets, no <br />preventative maintenance 51�a11 be performed except at the sole ex��ense <br />and request of the adjoining property owners. <br />Assessment rates will be determined on an annual basis by the City <br />Council for each cycle of projects. The rates may be based on factors such <br />as assessment formulas contained in this policy, appraisal <br />recommendation, construction costs, construction cost indexes, and sdviCe <br />of City staff. <br />7. In the event trunk line improvements for storm drainage are made as part <br />of a street improvement project, the City's determination of the po��tion of <br />costs attributable to an undeveloped parcel may be assessed to that parcel <br />in order to avoid a City subsidy to the development. <br />A <br />
