NM I-35W CORRIDOR COALITION <br />2001 ANNUAL REPORT <br />The goal of the subarea model is to generate <br />detailed information about the relationship <br />between development density and type, <br />vehicle trip-reduction and transit usage; <br />shorter-distance trip making pedestrian <br />activity, and effects of alternative modes at a <br />subregional scale. This enables the <br />Coalitions to: <br />♦ conduct district-level planning with <br />several jurisdictions to maximize the <br />hierarchical potential inherent in the <br />minor arterial network; <br />♦ measure impacts of uniform <br />performance criteria for road and <br />development design; <br />♦ assess potential for internal trip capture - <br />shorter distances between trip generators <br />and attractions will reduce the VNIT <br />(Vehicle NI'iles Traveled), create <br />potential to remove short length trips <br />from the regional network; and <br />♦ improve subregional analysis of such <br />Smart Growth strategies as mixed-use <br />development; sma11-scale, compact <br />design; and increased walkability. <br />Transportation consultants Meyer, <br />Mohaddes Associates, Inc. worked with the <br />Design Center to develop and test the model <br />Subregional Land Use Planning Methods <br />The Design Center adapted regional and site <br />specific planning methods for use at the <br />subregional scale. These methods focused <br />on land use allocations and jobs and <br />population density calculations for different <br />types of transit-oriented development areas. <br />The objective was to produce quality data <br />for use in running the subrea transportation <br />model. <br />Refinement of Subregional Growth <br />Scenarios <br />Working with the Coalition's Community <br />Development Committee, the Design Center <br />prepared two revised scenarios. Current <br />development proposals, Met Council transit <br />guidelines lines, and new employment data <br />developed by Excensus LLC were used to <br />flesh out these scenarios and to complete <br />growth calculations. Household, population, <br />and retail/non-retail job projections for 2020 <br />were prepared and used in running the <br />subarea transportation model. The scenarios <br />are referred to as "Conventional" and "Smart <br />Growth." (See Buildout Study maps and <br />tables at: www:i35w.org/coalition.studies <br />and/or DCAUL's website [Live links here] <br />Additional 2001 News <br />♦ Ramsey County became a full voting <br />member of the Coalition in 2001 and <br />provided additional funding to support <br />the Coalition's implementation of The <br />Greater Metropolitan Housing <br />Corporation's HousingResource <br />CenterTM Program. <br />♦ Anoka County was also invited to <br />become a full voting member of the <br />Coalition and hopefully will j oin in <br />2002. <br />♦ The Coalition was awarded a grant in <br />late 2000 by the Department of Trade <br />and Economic Development to conduct a <br />Labor Force Assessment study. The <br />study was conducted in cooperation with <br />the Hubert H. Humphrey Institute of <br />Public Affairs, the Universitv's Survev <br />Research Center and Excensus, LLC, the <br />creator of iBlock'�"' demo�raphics.
