In addition, the need for <br />a bicycle facility on the road was not mentioned during the public meeting. However, the <br />inclusion of a sidewalk along the north ROW of County Road C was brought up as a need. <br />According to Mn/DOT5 Minnesota Bicycle Transportation Planning and Design Guidelines <br />Manual: <br />On road bicycle facilities for County Road C in the West Commercial Industrial Area would <br />need to be 5 feet wide. One bike lane in each direction would widen the street cross <br />section by 10 feet all along the corridor. With this widening, there are so me areas that <br />would need retaining wall construction. <br />Because there is railroad ROW on the south side of this corridor the only opportunity to <br />expand the existing ROW is to the north. The current ROW plan identifies 11 to 13 feet of <br />ROW to be purchased along 800 of the corridor. Widening the cross section of the street <br />design an additional 10 feet would require the purchase of 12 to 15 more feet of ROW <br />throughout the corridor. Bringing the total ROW needs for the project up to 23 to 28 feet <br />from 800 of the corridor. <br />Impacts to existing businesses on the corridor (assuming an additional 12 feet of ROW): - <br />The removal and redesign of a portion of the Byerly's Parking lot in two areas. -The Tile <br />shop setback would decrease from 33 ft to 21 ft. -Decrease the setback for Twin Lakes <br />Medical Building from 35 ft to 23 ft. -The parking lots at 1743, 1755, 1947, 2001, 2019- <br />2025, 2031-2035 and 2660-2680 would all have parking spaces or circulation eliminated <br />because of the additional ROW purchase. ;1743 and 1755 will have impacts with the current <br />design as well) <br />For these reasons, the County is not including bike lanes in the Phase I- Street <br />reconstruction project. <br />-----Original Message----- <br />From: Beets, Neal <br />Sent: Thursday, March 21, 2002 4:47 PM <br />To: Schwartz, Duane; Bloom, Deb <br />Subject: FW: Co Rd C task force <br />Fyi.
