Part I of my study would include the need for the following information: <br />PART 1 <br />1. Records of MSA funds the city received under the state gas tax road program, by date <br />and amount from January 1, 1997 to January 1, 2002. A record of any other funds <br />received from any other source related to the financing of MSA roads, e.g., the <br />County and its turn back program, assessments, etc. Please include a copy of the turn <br />back agreement from Ramsey County for each state aid road. Also, a record of any <br />interest earnings attributed to these funds during this period, if any. I don't know if <br />the finance department, or the engineering department, or both, maintain these <br />records. If maintained in both, I would like the records from both departments. <br />2. Records of MSA road funds spent for the same period, by total costs by MSA project <br />(description and number) by calendar year(s). Additionally, for any MSA projects <br />completed during this five year period, the final project report showing budgeted <br />costs, final actual costs, and all revenues by source received in connection with the <br />project, with a breakdown by project components for each column described above. <br />If a project is in process at Dec. 3 1, 2001, then actual costs to date, anticipated final <br />costs, and all anticipated revenues by source, again all broken down by project <br />components. What Pm trying to determine here is if the City at any time "double- <br />dipped" and received or anticipates receiving monies from other sources while at the <br />same time collecting state aid funds for the same costs.
