The balance of MSA road funds on hand as of January 1, 1997; and the balance of <br />MSA road funds on hand as of Januaryl, 2002. Presumably, the beginning balance, <br />plus receipts as per item l, less expenditures as per item 2, will equal the available <br />ending balance as of January l, 2002. Through 1998, the finance department <br />maintained a separate fund called "Minnesota State Aid" within the Capital Projects <br />Funds. As of December 3 1, 1998, this fund reported a balance of $39 million (see <br />the city's annual financial report), but as of January 1, 1999 this fund was merged <br />into a new fund called "Street Infrastructure Replacement". A Minnesota State Aid <br />fund appears to no longer e�st, at least in the annual financial reports. <br />4. A copy of the City Council minutes of the Dec. 16, 1999 where the "Minnesota State <br />Aid" fund was merged into the new "Street Infrastructure Replacement" Fund. <br />S. Also <br />please include any Roseville policy of assessing property owners on a one- <br />time basis for storm sewer improvements if they have never been assessed <br />before for such improvements.
