team then conducted one-hour interviews with each development team to understand the <br />team experience, the site plan and building design, proposed housing mix, affordability, <br />open space, connectivity, land bid and how the proposals attempted to meet the objectives of <br />the master plan. <br />3.3 At the conclusion of the interview process the review team met to score each proposal based <br />upon the following criteria: <br />. Affordability <br />. Building Design <br />. Site Design <br />. Public Open Space & Amenities <br />• Connectivity <br />. Senior Housing <br />. Overall Team Experience/Knowledge of Proposal/Qualifications <br />. Overall Meeting the Master Plan Objectives <br />3.4 Each Proposal was rated on the criteria using a point system as follows: <br />. 5 points = Outstanding — Far Exceeded Expectations <br />. 4 points = Exceeds Expectations <br />. 3 points = Meets Expectations <br />. 2 points = Needs Improvement <br />. 1 point = Does Not Meet Expectations <br />3.5 The maximum number of points is 45 and the higher the points the better the proposal meets <br />the criteria. Attached is a summary of the staff review team scoring for each <br />development proposal. <br />4.0 Staff Review Team Recommendation <br />4.1 The City Staff Review Team is recommending that four of the ten development proposals be <br />reviewed further by the City Council. The four proposals each had a total score over 30 <br />points. Each of the four proposals has unique characteristics and qualities that set them <br />apart from the other proposals. The following is a summary of the four proposals in <br />alphabetical order by key development company. Each summaty will provide number and <br />type of units of housing and the unique qualities of the proposal. In addition, each will <br />include staffs suggestions for possible areas of improvement to the proposal. <br />MetroPlains Development proposal for "PrimRose Village" — The PrimRose V'illage <br />proposes 84 total for sale housing units. <br />. 21 detached two story townhomes or zero lot line single family homes <br />. 23 attached townhomes with a variety of floor plans and designs <br />. 40 one level flats in 2"Great Houses" — could add more or substitute in other areas. <br />PF3243 — RCA RFP Review (072202) Page 2 of 4 <br />
